As you know, the applicant and landowner can be seperate people and the sale of the land can fall through after the permits are issued. Your case above is an issue for the land courts. Cite 10.05 (6) (i) "An Order of Conditions does not grant any property rights orany exclusive privileges; it does not authorize any injury to private property or invasion of property rights."

All an Order of Conditions means is "if you follow the order, the interests of the Wetlands Protection Act will be protected." It is not a green light to ignore all other permits/ ownerships etc. It is compliance with the Wetlands Protection Act (and possibly Bylaw) only.
