Permits issued by Conservation Commissions do not grant any property rights or any exclusive priveleges and do not authorize any injury to private property or invasion of property rights. See 310 CMR 10.05(i).
It sounds as if this is a dispute over property rights/issues... an area that the Conservation Commission does not have any jurisdiction. I suggest that you seek counsel from an attorney and pursue the issue in a court of law.
