If the actual work proposed is in a resource area and/or buffer zone in both towns, both towns should receive a Notice of Intent. The road frontage is irrelevant--the issue is where the work (including clearing, excavation, fill, construction, etc.) is located in relation to the resource areas. Also, if one or both towns have their own wetland bylaws, the work may be subject to jurisdiction under the municipal bylaws as well.
