As a followup to Mike's comments, I'd also note that it is highly unlikely that a site contains >than 2 acres of federal wetlands that do not parallel or mirror state-protected wetlands. Finding one w/o the other is extremely unusual. Regardless, you, as a ConCom member, have no authority over federal wetlands & should contact the USCOE in Concord for further information.
