Pat is of course correct, however, it is also plausible that in order to establish the extent of buffer zone (and thus jurisdiction)in one community, the other community may need to review and/or formally approve the extent of wetland (or portions thereof, through an ANRAD or RDA) within their town/city limits. A confusing scenario at best.

: Further clarification:
: if the wetland impacts are in one town only, that's where the NOI is filed, not in both towns. Only if there are impacts in both towns is an NOI required in both towns. Otherwise, the filing occurs in the town in which the actual activity is proposed.
