It is possible to have a vegetated wetland (soils, vegetation etc.)that is not bordering on a body of water or channel (int stream) and will not "hold" a quarter-acre-foot of water. It does not meet the definition of BVW nor does it meet the definiton of Isolated Land Subject to Flooding. This wetland would not be jurisdictional under the WPA but meet the Corps definition of wetland (barring any complications regarding SWANCC).
