: We have had the same problem. We issued an enforcement order to the contractor under prevention of pollution interest of the act. The gentleman we hit had a Env. Officer buddy who questioned our authority to do so, but as an EO is a civil statute we more than met the standard. We have since enacted a moratorium on all withdrawals and now require that contractors buy water from the water department.
