Homes are built in the 100 year floodplain every day. Generally speaking, it can be allowed so long at the flood storage capacity displaced by the house is made up elsewhere. This is done by soil removal at the same elevation. It cost the homeowner more than a house elsewhere (due to earthmoving, floodproofing and flood insurance), but it is allowed in many communities.
