Are commissions required to choose the lowest of three bids for the services of land appraisers, when dealing with conservation land purchases? Are they required to solicit bids for this type of service at all, or can they just hire an appraiser without a bid process? What happens when commissions need two appraisals? Must they take the lowest two appraisal bids of three or do they need to get four bids?
