1. We recently had a vote of 2 to grant a NOI and 3 abstained- any suggestions for (a) does an abstaining vote really mean a deny (b) can we quiz people as to why they abstained so applicant can deal with their concerns (c) what do you do with board members that will not take part in the proceedings and always abstain? No the selectboard will not remove them.
