Soapy-water discharge. If you were to come across a commercial site that was not a car wash discharging soapy water from washing cars into an adjacent stream, What would you do? There are no Orders of Conditions on the site. The use is existing. There is no fill, dredge or alteration occurring. As an Agent or Commissioner how would you approach the issue?
