After an NOI is received and before the public hearing, it is likely that a site walk will be conducted, hopefully with the proponent or consultant so that questions can be asked about the plans, delineation, options, etc. Assuming that a majoity of the Con Com is present for any given site walk, what can and can't be said during these site walks before one has to consider open meeting obligations?
