RDA or ANRAD?

What do other commissions allow delineations to be submitted on, RDAs or ANRADs?

Sounds like two or more issues here.

1. Are you looking to confirm a wetlands line?

2. You looking to determine if activities will impact wetlands?

3. Both?

An ANRAD filing is good for 3 years and locks that BVW line in while an RDA filing can have a new one filed at any time and change things during that period.

Finacially you would be looking and approving a wetlands line under an RDA for free while with an ANRAD you have the funding to hire a PWS to assist in determining the actual BVW. (depending on the complexity of the wetlands and work proposed) I would be more inclined to go with an ANRAD if all they want to do is confirm the BVW. Whatever you choose, be prepared to be consistent with the way you apply your application of the Act. What you do for one you need to offer to all.

The commission has been discussing whether or not to require all delineations done under ANRADs. Where they have accepted delineations under RDAs or ANRADs, they were wondering if other concoms preferred one over the other. Your comment on "what you do for one you need to offer all" is right on the money. That's really the reason for this question...consistency.

When it comes to what one ConCom may or may not do vs another town or city becomes an issue. Some towns are strong on wetlands protection and then there are some who are, for lack of better words, weak.

When it comes down to looking for guidance with consistancy consult the MACC Handbook.

Personally, if they simply want to determine where the wetlands are to plan thier project then an ANRAD filing would be the way to go. If they are building a single family house or small project and they know there will be wetlands involved then I would accept it under a NOI. If they simply want to determine if wetlands are on the property then file an RDA, but the BVW line would not be established.

While it is the responsibility on the ConCom to set the wetland line, why do it without the assistance of a professional WS?
